About 18,000 Korean adoptees are estimated to have failed to acquire citizenship in the United States. It has been mainly due to a
very inadequate role of both Korea and the United States in the adoption process and a procedural fault in the system of American citizenship. That is the reason why both governments should now work with the United States Congress on an adoptee-citizenship legislation naming the Adoptee Citizenship Act that the U.S. citizenship should be automatically granted to anyone adopted to the United States before the age of 18 regardless of the adoption year.
